The Contra Costa Taxpayers Association will host their annual meeting luncheon with guest speaker Damien Schiff of the Pacific Legal Foundation. He will present a discussion on Community Facilities Districts. There is a court challenge against the City of San Ramon by the Building Industry Association (BIA) over their Community Facilities District. Mr. Schiff will discuss if Community Facilities Districts are being abused by local entities.
