The Novato Republican Women Federated will host a luncheon with guest speaker Bill Gaines, Principal of Gaines & Associates Government Relations.  Bill is an expert in wildlife politics and wetlands-related issues in California and he provides advocacy services to conservation groups.  He was invited to meet with President George W. Bush in 2008 and asked to join in the signing of critical outdoor-related federal legislation.
