James Gallagher is running for reelection in a district which now includes a part of the Bay Area. After the unexpected death of Congressman Doug LaMalfa last year, Gallagher won the District One seat in a special election held this year in June. Gallagher previously served as Assembly Republican Leader from 2022 to 2025.
Gallagher’s campaign is centered on issues that resonate with many residents of Northern California’s largely rural district. He emphasizes lowering taxes, fees, and government regulations to reduce the cost of living for families and businesses. He also advocates for stronger public safety measures, tough border security, and protections for agriculture and small businesses from excessive government regulation.
Water policy and wildfire prevention are among his signature issues. Gallagher has consistently promoted expanded water storage and infrastructure projects to support farmers and communities facing recurring drought conditions. He has also highlighted wildfire mitigation as a top priority, backing efforts to accelerate forest management projects and increase funding for fuel reduction and fire prevention programs.
Energy affordability is another key component of his platform. Gallagher argues that reducing energy costs and expanding domestic energy production can help lower household expenses and strengthen the region’s economy. He has criticized policies that contribute to higher fuel prices and supports measures designed to promote local energy production.
The new District One (gerrymandered by Democrats to gain congressional seats) runs most of the way across the state from Lassen County at the eastern state border to Lake County on the west and includes part of northern Sonoma County.
