Ballot Propositions 2024

Proposition 2: Borrow $10 billion to build schools. This measure authorizes bonds to replenish funds used for construction and modernization of facilities for K-12 schools and community colleges.  It requires districts to provide a local match in order to access the funds.   – CAGOP recommends Yes

Proposition 3: Reaffirm the right of same-sex couples to marry. This constitutional amendment would remove language, now superseded by Supreme Court decisions, that characterizes marriage as being between a man and a woman. – CAGOP is Neutral

Proposition 4: Borrow $10 billion for climate programs. Legislative Democrats placed a bond measure on the ballot to fund programs they say are related to climate change. In part, the money would offset some budget cuts.  – CAGOP recommends No

Proposition 5: Lower voter approval requirements for local housing and infrastructure bonds. This constitutional amendment would lower the vote percentage required to approve certain local borrowing from two thirds to 55%.  The two-thirds requirement has been a part of the California Constitution since 1879.   – CAGOP recommends No

Proposition 6: Limit forced labor in state prisons. This proposition is being sold as “ending slavery.”  What it really does is prohibit prisoners from being forced to participate on prison work programs. – CAGOP recommends No

Proposition 32: Raise the state minimum wage to $18 an hour. This initiative overturns and accelerates the existing legislative compromise which provides for gradual increases in the state minimum wage.  – CAGOP recommends No

Proposition 33: Allow local governments to impose rent controls. This is the latest attempt by the Aids Healthcare Foundation to overturn a state law that prevents cities and counties from limiting rents in single family homes and newer properties. This will likely slow new housing construction and make our housing shortage worse. – CAGOP recommends No

Proposition 34: Require certain health providers to use nearly all revenue from a federal prescription drug program on patient care. Sponsored by the California Apartment Association, this measure is designed to prevent the Aids Healthcare Foundation from trying to repeal Costa Hawkins for a fourth time. – CAGOP recommends Yes

Proposition 35: Make permanent a tax on managed health care insurance plans. This initiative is sponsored by California’s health care industry to prevent lawmakers from diverting federal Medi-Cal matching funds for other non-related programs.  This measure was deemed necessary after Newsom diverted $300M of Medi-Cal matching funds to help close the budget deficit. – CAGOP recommends Yes

Proposition 36: Increase penalties for theft and drug trafficking. This initiative reforms proposition 47 by restoring felony penalties for repeat offenders engaged in retail theft. It also adds non-prescription fentanyl to the list of hard drugs and creates a new class of crime called a “treatment-mandated felony” in which offenders could be given a choice between treatment programs and jail time in certain cases. – CAGOP recommends Yes
